NASA is partnering with a commercial space company in a bid to replace the cumbersome "metal cans" that now serve as astronauts' homes in space with inflatable bounce-house-like habitats that can be deployed on the cheap.

A $17.8 million test project will send to the International Space Station an inflatable room that can be compressed into a 7-foot tube for delivery, officials said Wednesday in a news conference at North Las Vegas-based Bigelow Aerospace.

If the module proves durable during two years at the space station, it could open the door to habitats on the moon and missions to Mars, NASA engineer Glen Miller said.

The agency chose Bigelow for the contract because it was the only company working on inflatable technology, said NASA Deputy Administrator Lori Garver.

Founder and President Robert Bigelow, who made his fortune in the hotel industry before getting into the space business in 1999, framed the gambit as an out-of-this-world real estate venture. He hopes to sell his spare tire habitats to scientific companies and wealthy adventurers looking for space hotels.

NASA is expected to install the 13-foot, blimp-like module in a space station port by 2015. Bigelow plans to begin selling stand-alone space homes the next year.

The new technology provides three times as much room as the existing aluminum models, and is also easier and less costly to build, Miller said.

Artist renderings of the module resemble a tinfoil clown nose grafted onto the main station. It is hardly big enough to be called a room. Miller described it as a large closet with padded white walls and gear and gizmos strung from two central beams.

Garver said Wednesday that sending a small inflatable tube into space will be dramatically cheaper than launching a full-sized module.

"Let's face it; the most expensive aspect of taking things in space is the launch," she said. "So the magnitude of importance of this for NASA really can't be overstated."

The partnership is another step toward outsourcing for NASA, which no longer enjoys the budget and public profile of its heyday. The agency has handed off rocket-building to private companies, retired it space shuttles in 2011 and now relies on Russian spaceships to transport American astronauts to and from the space station.

Astronauts will test the ability of the bladder, known as the Bigelow Expandable Activity Module, or BEAM, to withstand heat, radiation, debris and other assaults. Some adventurous scientists might also try sleeping in the spare room, which is the first piece of private real estate to be blasted into space, Garver said.

Bigelow said the NASA brand will enable him to begin selling Kevlar habitats several times the size of the test module.

"This year is probably going to be our kickoff year for talking to customers," he said. "We have to show that we can execute what we're talking about."

Bigelow, who launched a small prototype of the module in 2006 after licensing the patent from NASA, will rely on Boeing Co. and Southern California rocket developer Space Exploration Technologies to provide transportation.

A 60-day stay will cost $25 million, which doesn't include the $27.5 million it costs to get there and back.

Bigelow predicted that the primary customers will be upwardly mobile countries including Brazil, Singapore and the United Arab Emirates that "have a difficult time getting their astronauts into orbit" and could use a private space station to barter and build up prestige.

The biggest technological challenge will be transporting the collapsed module through the sub-zero temperatures of space without tearing or cracking any part of it, Miller said.

When it arrives at the space station in 2015, scientists will blow it up and let it sit for a few days to test for leaks. If it does not hold as promised, NASA will take back a portion of the already bargain basement price it paid Bigelow.

Standing beside scale models of research stations on Mars and the moon, Miller said the project will encourage commercial ventures to follow the path NASA blazes into space.

He added that it could also help achieve the holy grail of space exploration: missions that send astronauts out of orbit for more than a year.

"The only way to do that is to expand it out and voila you have living space for three people to go to Mars," he said. "You can get three times the volume of a metallic can, and you can go up in the same ferry."

A boost to your mobile signal

Jan. 25, 2013 ? When using your mobile phone, it doesn't take much to lose that precious signal -- just turning a corner or riding on a train can be enough. EU-funded research is developing new technologies to eradicate those annoying 'black holes' in wireless coverage, while freeing up some mobile network capacity at the same time.

We live in a 24/7, always-on, mobile and wireless world. Wherever we go we are connected -- to each other, to the web, to all our favourite apps, to whatever data we need, exactly when we need it.

Or so we like to think. The reality is quite different. There are corners of our homes where the web won't work. There are black spots in towns and huge holes in the wireless network in more remote areas. Coverage is far from complete.

To compound the problem, even when they have a good signal, smartphones often struggle to download the data they need because the mobile networks are saturated. The airwaves are at full capacity.

Europe has always been at the forefront of innovation in telecommunications and a pioneer of the next generation of mobile technologies. So watch out for 'femtocells' -- small mobile telephony cells that improve both connectivity and coverage at a local level.

Better signals

The principle is quite simple. Instead of mobile operators having to invest millions in powerful long-range base stations to extend coverage over a wide area, they can move mobile connections to more localised small cells. A residential femtocell, for example, would improve coverage for just one house, or perhaps a block of flats. A commercial small cell might boost mobile connectivity for a whole office while a mobile femtocell could provide passengers on public transport with a strong and static signal (sparing their battery and eradicating sudden drops in signal).

Femtocells are far more than mobile booster stations; they can also help to divert data traffic off the mobile airwaves. This offloading creates more network capacity. Wired into the fixed line broadband network, a femtocell can reroute data and voice traffic down wires, freeing up the precious airwaves for even more traffic.

Fast forward

Significant research is still required to turn these practical ideas into reality. There are so many dots to join up. How do you prevent femtocell signals from interfering with signals to and from main base stations? How do you decide whether to route connections through fixed lines? What protocols should you use in the layers of the 'communications stack'?

The FP7 'Broadband-evolved Femto networks' ( Befemto) project unites several industry giants in mobile telecommunications equipment, mobile operators, small companies with key technologies and several technology R&D organisations to solve these issues and demonstrate prototype femtocells at work.

'Europe recognises that mobile connectivity is a powerful social and economic driver,' explains Dr Thierry Lestable, the project's coordinator. 'EU support for the development of cheap technologies to enhance and boost innovative services is really important for growth, not just growth for telecoms manufacturers and providers, but for the entire economy. Most businesses rely now on mobility and permanent connectivity.'

'By adding femtocells and small cells into the mobile network mix we make it possible for mobile operators to improve their spectrum efficiencies through heterogeneous networks (HetNets) and seamless integration of the fixed line telecoms network,' Dr Lestable continues. 'But this rerouting has to be optimised and intelligent. We have been developing and testing self-managed femtocell connections which are programmed to pick their wireless protocols and frequencies and route traffic depending on a whole host of contextual data.'

Befemto has developed advanced cooperation, self-organising, healing and switching algorithms. The built-in intelligence allows femtocells to optimise their use of radio frequencies (depending on traffic densities, for example) and fixed broadband networks. They can also communicate with macro-basestations without any interference or effect on macro signal quality or capacity.

'These new algorithms allow femtocell networks to work together to provide top quality coverage for users and support seamless, low-power and low-cost relief enhancement to the mobile service,' Dr Lestable remarks. 'We are focusing on the newly launched LTE or 4G networks because customers are paying a premium for these and will expect a true broadband experience: fast, reliable and unlimited access to everything everywhere. Femtocells, and small cells will allow operators to meet these expectations and lower their operational costs at the same time.'

Active all areas

The project partners have applied for an impressive 12 patents for the technologies developed within the project. These patents range from novel network monitoring software to mobile traffic optimisation algorithms. The project has also improved radio-frequency front-end technology to improve signal quality and reduce interference between femtocells and other wireless devices.

On the international stage Befemto has played an important role in proposing and supporting industry standards for femtocell protocols and the mechanisms for migrating data traffic between mobile, WiFi and fixed line architectures. The project partners have made a total of 27 direct contributions to 3GPP, the international standards organisation for mobile technology.

The partners have also run five international workshops worldwide and two training schools to share the project's findings and build a common understanding of these technologies within the community. The partners have published more than 70 international papers.

The Befemto technologies and system architectures have been tested in five pilot demonstrations. Trial results show that femtocells significantly reduce load on mobile networks while boosting signal strength and quality at a local level. The work of the project will support mobile operators to reach two major technical targets: high spectral efficiency (8 bits/s/Hz per cell) -- meaning more and better use of scarce airwaves -- and a maximum mean transmit power of 10 mW -- for lower levels of interference.

'Most importantly, our trials also prove to mobile network operators that the small cell model is a good one,' says Dr Lestable. 'We've looked at several different business models for their deployment; no matter which one you follow, femto- and small cells will save mobile operators money and help them to create value -- a sure way to get them to market.'

It looks like that dream of 24/7 fast connectivity could be just around the corner -- a corner that no longer gets in the way of your calls.

First brain pacemaker implanted to treat Alzheimer's

Jan. 23, 2013 ? During a five-hour surgery last October at The Ohio State University Wexner Medical Center, Kathy Sanford became the first Alzheimer's patient in the United States to have a pacemaker implanted in her brain.

She is the first of up to 10 patients who will be enrolled in an FDA-approved study at Ohio State's Wexner Medical Center to determine if using a brain pacemaker can improve cognitive and behavioral functioning in patients with Alzheimer's disease.

The study employs the use of deep brain stimulation (DBS), the same technology used to successfully treat about 100,000 patients worldwide with movement disorders such as Parkinson's disease. In the study, researchers hope to determine whether DBS surgery can improve function governed by the frontal lobe and neural networks involved in cognition and behavior by stimulating certain areas of the brain with a pacemaker.

Dr. Douglas Scharre, neurologist and director of the division of cognitive neurology, and Dr. Ali Rezai, neurosurgeon and director of the neuroscience program, both at Wexner Medical Center, are conducting the study.

"If the early findings that we're seeing continue to be robust and progressive, then I think that will be very promising and encouraging for us," says Rezai, who also directs the Center for Neuromodulation at Ohio State. "But so far we are cautiously optimistic."

The deep brain stimulation implant is similar to a cardiac pacemaker device with the exception that the pacemaker wires are implanted in the brain rather than the heart. "Basically, the pacemakers send tiny signals into the brain that regulate the abnormal activity of the brain and normalize it more," says Rezai. "Right now, from what we're seeing in our first patient, I think the results are encouraging, but this is research. We need to do more research and understand what's going on."

The study, which will enroll people with mild or early-stage Alzheimer's disease, will help determine if DBS has the potential to improve cognitive, behavioral and functional deficits.

Sanford continues to be evaluated to determine the effectiveness of the technology, says Rezai. She says she volunteered for the study to help others avoid the angst she has suffered as Alzheimer's slowly disrupted her life.

"I'm just trying to make the world a better place," says Sanford. "That's all I'm doing." Her father, Joe Jester, says he is proud that his daughter is participating in the study, and is pleased to see her showing improvements.

"This study seemed to just give us hope," said Jester. "I guess we were at the place where you just don't do anything and watch the condition deteriorate over the years, or try to do something that would give us hope and might stop the progression of this disease."

Alzheimer's disease is the most common form of degenerative dementia, afflicting about 5.5 million Americans and costing more than $100 billion per year, ranking it the third costliest disease in terms of health care expenditures in the United States.

Alzheimer's disease -- which has no cure and is not easily managed -- becomes progressively disabling with loss of memory, cognition, worsening behavioral function, in addition to a gradual loss of independent functioning, says Scharre.

The Alzheimer's study is scheduled to be completed in 2015.

LOS ANGELES, Jan 23 (Reuters) - The family of former San Diego Chargers star Junior Seau, who killed himself last year, sued the National Football League on Wednesday, claiming that his suicide resulted from brain disease caused by repeated hits to the head during his football career.

The wrongful death lawsuit, filed in San Diego Superior Court by Seau's children and ex-wife, as well as the trustee of his estate, also claims that the NFL concealed the risks of brain damage in the sport, court documents showed.

"We know this lawsuit will not bring back Junior," the Seau family said in a written statement. "But it will send a message that the NFL needs to care for its former players, acknowledge its decades of deception on the issue of head injuries and player safety, and make the game safer for future generations."

An NFL spokesman, Greg Aiello, told Reuters the league's attorneys would review the lawsuit and respond to the claims appropriately through the court.

Seau, a 12-time Pro Bowl linebacker for the Chargers and two other teams, died in May 2012 after shooting himself in the chest at his beachfront house in his hometown of Oceanside, California.

A study by a team of independent researchers released earlier this month found that Seau, 43, suffered from chronic traumatic encephalopathy, or CTE - the same debilitating brain disease diagnosed in at least two other former NFL players who committed suicide.

The NFL has previously said the result of the examination of Seau's brain underscored "the recognized need for additional research to accelerate a fuller understanding of CTE." NFL clubs have already committed a $30 million research grant to the National Institutes of Health.

Increased awareness and knowledge about brain injuries have unsettled the National Football League, a $9 billion a year industry. The league has attempted to institute rule changes protecting player safety while still preserving the spectacle that fans enjoy, which is partly based on the speed and power of the athletes colliding with one another.

Several thousand former NFL players have sued the NFL in federal court in Philadelphia, accusing the league of fraudulently concealing from players the risk of brain injury in playing professional football.

Just weeks before Seau shot himself, former Atlanta Falcons safety Ray Easterling committed suicide, and family members described a long descent into dementia following his retirement from the NFL. An autopsy revealed indications of CTE.

In February 2011, four-time Pro Bowl safety Dave Duerson, who played most of his career with the Chicago Bears, shot himself in the chest. In a suicide note, he donated his brain for study, and it was found to exhibit signs of CTE.

CTE, once known as boxer's dementia, is caused by repeated impacts to the brain, and has been found in athletes who suffered head injuries as well as members of the armed forces with concussive injuries from blast waves.

Because the mild and moderate brain injuries do not show up on CT scans or other imaging, the condition can be definitively diagnosed only through an autopsy. (Reporting by Dan Whitcomb; Editing by Cynthia Johnston and Claudia Parsons)

NBC orders cross-cultural unplanned pregnancy pilot

"Welcome to the Family," a single-camera comedy from Sony Pictures Television, is written and executive produced by "Rules of Engagement" veteran Mike Sikowitz.

Pregnancy-based sitcoms are becoming a thing at NBC, which Tuesday ordered "Girlfriend in a Coma" about a woman who awakens from a coma to discover she has a teenage daughter. A surrogate pregnancy is also at the heart of this season's Ryan Murphy sitcom "The New Normal."

AP Sources: Ex-Miami coaches know of allegations

CORAL GABLES, Fla. (AP) ? Two former Miami assistant coaches have been told they will be charged with "unethical conduct" when the NCAA presents the Hurricanes' athletic department with its notice of allegations, said two people familiar with the situation.

The people spoke to The Associated Press Monday on condition of anonymity because neither the NCAA or Miami have announced the contents of the long-awaited letter, which the Hurricanes may receive at any time. The people say the coaches will be cited for violating NCAA bylaw 10.1, a broad rule that covers conduct and cooperating with investigations. One of the coaches has been told to expect arrival of an actual copy of the allegations on Tuesday, one person told the AP.

Parties who are named in the notice of allegations are entitled to a copy, though it is unclear if all will receive the letter simultaneous to its delivery at Miami. It's unknown how many current and former coaches and staff members will be charged with wrongdoing.

The NCAA does not comment on ongoing investigations. Miami officials have said throughout the investigation, which started in 2011, that the school is cooperating with the NCAA and will decline extensive public comment out of respect to that process.

The people told the AP that Miami still has not seen a final version of the notice of allegations, the arrival of which will essentially bring just the first chapter of this Miami-NCAA saga to a close. Several people involved with the process have either reviewed draft documents or been advised of their upcoming mentions in telephone calls with investigators. Most of those calls took place last week.

Another individual who was interviewed during the joint inquiry told the AP that the NCAA has not been in contact since. That suggests not everyone who at one time was thought to be under investigation will not actually be mentioned in the notice of allegations.

Earlier this month, Miami coach Al Golden said he did not expect the university to be surprised by the NCAA's findings. Several people involved in the investigation said Miami has had representation at many interviews the NCAA conducted with persons it found to be of interest.

A CBSSports.com report published Monday said that the NCAA could not prove former booster and convicted Ponzi scheme architect Nevin Shapiro's claim that former Miami men's basketball coach Frank Haith or a member of his Miami staff paid $10,000 to the family of former Hurricanes' player DeQuan Jones. Shapiro has said that he provided that money.

Jones was suspended by Miami last season after Shapiro's claims were published in August 2011 by Yahoo Sports, then ultimately allowed to return to the team.

CBSSports.com also said Haith will face the "unethical conduct" charge because of inconsistencies the NCAA found in his account of Jones' recruitment. CBSSports.com also said Haith will be charged with "failure to promote an atmosphere of compliance" because relatives of two players were given impermissible airline travel.

"The University has been in communication with the NCAA regarding their ongoing efforts related to the University of Miami investigation," Missouri said in a statement. "Coach Haith and the University of Missouri continue to cooperate fully. However, we are not at liberty to comment further out of respect for the NCAA process."

One of those players, current senior Reggie Johnson, was suspended for a game last season after Miami and the NCAA found members of his family accepted what they called "impermissible travel benefits." And guard Durand Scott, the Hurricanes' leading scorer, was for the end of last season and the start of this season after he was also found to have gotten unspecified extra benefits.

Whenever the actual letter arrives, Miami's receipt of the notice of allegations will usher in the start of the sanctions phase.

And that could take months ? meaning actual penalties may not be handed down until this summer, or later.

Typically, schools and individuals named in the notice of allegations have 90 days to file a response to the NCAA's findings, all of which would be reviewed by the committee on infractions ? which operates separately from the NCAA's investigative arm.

Some of the sanctions have already gone into effect, since they were self-imposed. Miami's football team has missed three postseason games ? two bowl games and what would have been an appearance in this season's Atlantic Coast Conference championship game ? in response to the investigation, and Golden is holding back a number of scholarships from the 2013 roster as well.

Shapiro, the former booster, is serving a 20-year sentence in federal prison for masterminding a $930 million Ponzi scheme. Virtually all of the individuals who were named by Shapiro in his detailed claims that were published by Yahoo Sports are no longer at the university, and several of the people to whom the NCAA wanted to talk simply refused during the inquiry.

The NCAA inquiry started several months before that August 2011 article.

How To Circumvent A Lease's Assigment And Subletting Restrictions

Last week, we alluded to a lease transfer situation that had recently come across our desk, and then Ruminations?detoured to its usual ranting to start a discussion about why a landlord should have any right to interfere with its tenant assigning the lease or subletting the leased space. Thanks for the comments we got directly to Ruminations by way of comments, by way of comments posted to LinkedIn, and privately.

That discussion is over. The ?norm? for leases is that the landlord will have some control over assignments and sublettings. That?s?our starting point today.

We promised to use this week?s posting to tell readers about what ?triggered? us to get into the topic of lease transfers. So, here it is.

We were given a lease that permitted the landlord to recapture the leased space in lieu of consenting to an assignment or subletting. We were also given a document describing a particular transaction. After looking at the lease and the ?new? papers, we were compelled to tell the landlord that it had no right of recapture and also that its consent wasn?t even required.

Several years earlier, this same landlord consented to a subletting of the entire leased premises. Now, that SUBTENANT was assigning its sublease. Remember the law. A landlord has neither privity of contract nor privity of estate with a subtenant. That means that while the subtenant and the landlord have a ?connection? or ?bond? through their respective, related interests in the same piece of real estate, there is no?legal relationship between them. Arguments can be made, in appropriate circumstances, that the landlord is a ?third party beneficiary? of the agreement between its tenant (the sublessor in such a case) and the subtenant. In general, landlords will be unhappy if that is?the?route by which?they have any control over a subtenant.

While the sublease in question was certainly subject to the provisions of the original lease, the original lease only spoke of the need for the landlord?s consent to assignments of that original lease and for the original tenant?s subletting of the leased premises. A lot of leases stop at the same point. Basically, this particular?landlord?s form of lease did not bar assignments of subleases.

Now, think about it. Leases typically allow assignments and subletting to a tenant?s affiliates. What happens if a tenant sublets the entire premises to an affiliate (for which no consent is required) and immediately or two years later, that affiliate assigns that sublease to an unrelated party? We think the answer is that, under the lease we looked at (and under a lot of other leases we?ve seen), the?landlord gets to stand by and watch it happen. One reason for this kind of outcome is that common law favors ?alienability.? In this context that means common law disfavors restraints on assignments and sublettings. As a result, all such restrictions are strictly construed against a landlord. Basically, if a lease doesn?t clearly and specifically?include a particular restriction, it?will be an uphill battle for a landlord to??expand? on what is actually written in the lease. And, it will be an expensive battle for all parties.

Our conclusion that the assignment of the sublease was outside of the landlord?s control?wasn?t a new thought for us, only a reminder. A number of years ago, we wrote an article about circumventing assignment and subletting restrictions. What follows is an excerpt from that article. LEASE TRANSFERS A LEASE MIGHT NOT CONTROL

? A prohibition against assignment does not prohibit subletting, and vice versa. In most jurisdictions, merely agreeing that there is to be no subletting of the premises does not prohibit subletting of part of the leased premises.

? A bar against assignment in the lease does not bar a subtenant from assigning its sublease. It may not bar a further subletting by a subtenant. Remember, there is no privity between a subtenant and the prime landlord.

? There are a myriad of transfers that happen by operation of law, and not all ?triggers? are involuntary. An individual tenant?s death transfers the deceased tenant?s interest to her or his estate and then to one or more beneficiaries. Similarly, dissolution of an entity-tenant results in a distribution of its assets to the tenant?s interest holders ? shareholders, members, partners, and the like. Then, there is a matter of reviewing some seemingly innocent ?boilerplate? provisions. Doing so may lead to discovering that the lease?s provisions ?are binding upon inure to the benefit of heirs, successors, administrators, and personal representatives.? This may not be intended. Further, not all jurisdictions analyze the same set of facts in the same way. Again, without dealing with this form of transfer in a lease, the result may be unsettling. Covering these contingencies wrongly or without giving it much thought can also be upsetting to a tenant?s family if the lease is lost upon the family member?s death causing irreparable injury to the family business.

? And, speaking of transfers by operation of law, what if a creditor levies on a tenant?s particular asset such as the tenant?s interest in its lease and the lease is sold at auction to the creditor?

? A landlord may have joint or co-tenants until one of those tenants assigns to the other.

? Does consent to the first assignment or subletting result in a landlord?s right to vet the next one down the line? That appears to be the majority rule as to assignments, but not as to sublettings. What if the consent was by acquiescence or silence? If an assignee succeeds to the original tenant?s possessory right to the leased premises, but doesn?t assume the lease itself, does it need the landlord?s consent when it wants to further assign its interest in the lease or sublet the leased premises?

? Typically, when a small business is sold, the seller will assign its lease to the buyer and take back ?paper? secured by the buyer?s assets. But, what good are those assets if it can?t get the lease back at the same time? How can it do so? Will reserving a reversionary right in the assignment do the trick?

? Similarly, an assigning tenant will be helpless to mitigate its damages if it can?t ?get the lease back? when its assignee defaults under the lease. While a conditional reassignment document can be executed in connection with an assignment if the landlord agrees to such an arrangement at the time of the assignment, a lease could cover the same contingency when first crafted. By crafting for such a situation in the first place, a lease could require the landlord to re-let to the original tenant pursuant to an identical lease, for what would have been the remaining lease term (provided the original tenant makes the landlord whole).

? Is a leasehold mortgage an assignment of the lease? If it isn?t, especially because court construe restrictions on assignments very narrowly, can a tenant compel such an assignment on its landlord? Remember, a leasehold lender taking over as tenant under a lease may be hampered in assigning the lease to someone who might be able to use the leased premises. But, what if the lender sells the defaulted mortgage to a party that wants to use the leased property for itself? What if the mortgagee was a ?friend? of the tenant?

? Can a tenant assign a single right it holds under the lease, such as its purchase option, without running afoul of a no-assignment provision?

? Imagine that a lease allows assignment but not subletting. What keeps a tenant from assigning the lease to a new tenant and taking back an assignment that becomes effective in three or five years?

(AP) ? A bomb exploded at a shopping mall in Athens on Sunday, slightly wounding two security guards and forcing the evacuation of about 200 people.

There was no immediate claim of responsibility for the bombing, the latest in a string of violent attacks.

Two warning calls were made to local media about 50 minutes before the blast, leading authorities to evacuate people from the four-story mall in the Maroussi suburb, a police official told the Associated Press. He spoke on condition of anonymity because he was not authorized to speak to the media.

Shops are closed at the mall on Sundays but restaurants and movie theaters are open. The device exploded about 20 minutes before some movies were to start, mainly children's films.

"Today's bomb attack at The Mall, an area that many mainly young people chose for their Sunday outing, shows that we are faced with a new kind of terrorism that not only choses symbolic targets, but wants death and blood," said the socialist PASOK party, which is part of the three-party governing coalition.

The device was a small bomb believed to have been planted in a trash bin. The blast caused minor damages to nearby stores, the official said.

The bomb comes after a string of apparently politically-motivated attacks, as Greece struggles through a financial crisis that has led successive governments to impose deeply resented salary and pension cuts and tax hikes.

In recent days, small explosive devices were planted outside the homes of journalists and of the government spokesman's brother, while others targeted bank ATM machines.

Small armed groups have been active in Greece for decades, often planting bombs at night at company offices, but daytime attacks in public places are rare.

Last Monday, gunmen opened fire with an assault rifle on the headquarters of the conservative party, which heads the governing coalition. No injuries were caused, and there has been no claim of responsibility.

Austria appears to back status quo conscript army

VIENNA (AP) ? Austrians voted overwhelmingly Sunday to retain their conscript army, with exit poll projections showing around 60 percent rejecting the proposed change to a force of professional soldiers.

The wide margin of victory for those backing the status quo came as a surprise, for pre-election surveys had that side ahead by only a few percentage points.

Two polling organizations ? ARGE Wahlen and SORA ? showed only about 40 percent of those who cast ballots looking to change the system. They also showed a relatively high turnout in rural areas ? up to 60 percent in many regions ? compared to Vienna, with 40 percent.

Overall turnout was projected at close to 50 percent.

With conscripts frequently recruited to help prevent natural catastrophes ? or clean up afterward ? rural voters in this Alpine nation were clearly receptive to arguments that a professional army would not be filling sandbags to prevent flooding or shoveling out basements after mudslides.

They also heeded warnings that changing the system would hit Austria's social sector, which depends on conscientious objectors who serve as ambulance drivers, attendants at senior citizens' homes and in other community jobs that are hard to fill because of poor pay.

While formally non-political, the referendum reflected preferences between Austria's two uneasy coalition partners and looked ahead to the national election in September.

Socialists urged voters to follow most nations in the 27-nation European Union, where 21 countries have professional armies. The centrist People's Party backed keeping the present system.

Austria's armed forces now consist of about 35,000 troops ? 14,000 professionals and the rest conscripts who serve for six months ? as well as a 30,000-strong part-time militia. The proposed reform foresaw 8,500 career soldiers, 7,000 who sign up for an average three years, 9,300 militia members and more focus on terrorism and cyber-attacks.

"I voted to keep this status as it is," said Jono Englander, 62. "If this turns into a professional army, where people just go because they want to, then I think we are going to send ... our young people often to wars."

Proponents of change argued it was time to streamline the armed forces.

"I think 80 percent of the countries in Europe have a professional army," said Oliver Bendt, 42. "So I think for young people it's the best way."

Others had even simpler arguments for opposing the present setup.

"I voted against it, because I don't want to go into the army," said 16-year-old Johannes Schmidt.

Outdoor painting event to be held Saturday

This Saturday, January 19, the historic music, arts and entertainment district of Hollywood, Florida will be hosting the En Plein Aire Downtown Hollywood painting event for both students and adults which is held outdoors. En Plein Aire has used flyer printing to create flyers to distribute throughout the community with more instructions about the event and complete with a registration form.

The event will take place at the Comfort Zone Studio & Spa and check-in begins at noon. Participating artists will start painting at 1:00 pm and will have three hours to complete a painting in one of the following three categories: Plein Fun, which will enable artists that are both amateur and professional to paint anything; Plein Aire Competitive, which will require a Downtown Hollywood scene; and Plein Kids, for those who are students in high school or the lower grades.

Artists are not allowed to do any preparations in advance for their work. Once painting is completed at 4:00 pm, the artists will need to frame and deliver their paintings to the Comfort Zone within an hour, where they will be judged at 5:30 pm. All artists are required to provide their own easel in order to display their work.

During Downtown Hollywood ArtWalk, there will be a reception and awards ceremony at 7:00 pm Cash prizes will be awarded to the first, second, and third places in each of the categories along with the respective ribbons.

There is a registration fee of $20 in advance for the adult categories and $25 if paying on arrival. Students are able to enter the event at no charge.

France ready to stop Malian rebels' advance

PARIS (AP) ? French President Francois Hollande vowed Friday to stop the advance of al-Qaida-linked rebels who control northern Mali and have headed south in recent days.

His Malian counterpart Dioncounda Traore has sought help from France, the country's former colonial power, to stem the rebels' advance.

Until now, France ? like other EU nations ? has limited its plans for assistance to training and logistics support for Mali's troubled army.

But in a speech Friday to France's diplomatic corps, Hollande went a step further, saying he was ready to respond to Mali's call for help.

France "will be ready to stop the terrorists' advance if it continues," he said. He did not spell out what help it would offer.

He said the rebels were destabilizing the entire region and calling into question the existence of Mali itself. He said France would seek United Nations resolutions for any action.

iPad 5, second-gen iPad mini to debut in March 2013

Brian White, an analyst for Topeka Capital Markets has released a new report regarding Apple's iPad line and when we may see the next refreshments. Citing ?checks? at CES 2013 the new generation of iPad and iPad mini models are set to launch in March of this year.

?Our checks at CES indicate APple will release the iPad 5 and the second-generation iPad mini this March. The iPad 5 is expected to be lighter and thinner than the iPad 4 that was released in October, while the form factor of the iPad mini should be similar to the first generation iPad mini that debuted in October.?

It's worth noting, and pointed out by MacRumors, that this claim compliments others that we've heard perviously; The Japanese blog Macatakara reported back in December of last year that not only will the iPad 5 be thinner and lighter, but will debut in March 2013. Another report that's in line with this one was by analyst Doug Freedman who stated (also in December) that Apple was ramping up their plans for the iPad mini 2. While all these make it that much easier to believe the claims, it isn't evidence.
It looks like Apple is inching away from their traditional releasing strategy; one iOS device refresh once a year. The latest, forth-generation iPad was released only seven months after the third-generation. And if this report is correct, they'll be bringing the release interval down to only five months. As confusing as it might sound, I would prefer Apple sticks with the ?one year plan?.
Unfortunately there's no mention on whether Apple will throw in a Retina display on the new iPad mini 2, but if I was a betting man I would say that it's very likely. Let's hope we're not let down again.

While a few paid (by Microsoft and AT&T) pundits like Scott Cleland have insisted demand won't be there for Google Fiber, a new survey unsurprisingly finds that Kansas City locals are thrilled about the possibility of symmetrical 1 Gbps for $70. According to a new survey by Ideas & Solutions! Inc., 60% of those who qualify are very interested in obtaining Google Fiber. The company's studies showed that Google Fiber surpassed broadband incumbents on 11 attributes -- even Google's weakest: consumer privacy protection.The company saw massive national interested by having cities nationwide vie for Google's attention in order to get deployment. Even after Kansas City was selected, national attention on the network build has been unprecedented for the telecom sector.

"Google Fiber has conducted a remarkable marketing campaign," said Glen Friedman, president of Ideas & Solutions! Inc. "Historically, pay TV 'overbuilders' penetrate about one-third of their marketplace over time. This level of interest in the beginning is unprecedented. For Google Fiber, the challenge moving forward is to do an equally good job on the fulfillment."

That may be easier said than done. As we've seen with handset and tablet shipping and support, Google still has plenty to learn when it comes to customer service. Still, the enthusiasm we've seen for Google fiber speaks not only to the quality of Google's marketing, but to the dissatisfaction many consumers have with existing broadband services.

elray and ITALIAN926 are to be believed then we have no need for fiber. Capped cable and DSL are the best things in the world and anyone who questions why mono and duopolies are allowed on something such as last mile internet just hate the freedom we Americans have and they prove that our unregulated internet infrastructure has no problems with greedy corporations or anything like that and the customers don't need anything more than 3mbit DSL anyways.

Looks like there's actually an interest in a product that provides something more than the pathetic offerings Comcast, AT&T and others provide for high cost with low offering on all fronts. Who knew?

You're absolutely right.

I don't need anything higher than 15mbps. Hell, you can get 3 streams of netflix on that and have a few kbps to spare! It's fantastic! Oh, and don't forget about the ability to backup my storage to the cloud with my massive 1mbps upload rate.

I'd love to have fiber - I'd colocate my stuff in a heartbeat..

So do you think the network should be built first or the applications?

You, being against fast networks for some unknown reason, would say the applications, right? Which I personally think is ass backwards as would probably 95+% of anyone involved in technology.

In technology you dont wait until the limits are reached to figure out how to create new limits. You constantly push the limits and make things as fast and as efficient as you can at all times and let the rest fall into place. It is the way the PC and technology has been since the very day it was created and it has brought much innovation.

Using the ignorance of your method we would progress much slower because no one would want to create apps that a vast majority of the world cant use and the network owners certainly wouldnt invest in improving their networks unless we (the consumers) are pushing them to do so by taking their networks to the limits.

I bet you dont still use a 56k modem so unless you are willing to do that, stop with your BS that we dont need higher speeds.

I don't need 1Gbps download but better than 8Mbps upload would be nice, say 20-30Mbps (got cloud backup). Pushing 1-10GB of data per day up to the cloud on 8Mbps isn't so bad per say, takes a few hours but man it would be sweet if i could do it in 1hr or less

Google Fiber Nationwide/Continent Wide?

I don't care if Google Fiber goes nationwide. I just want it to come to my city. I'd sign up in an eye blink.

Show me anyone under 60 or 70 who doesn't want faster speeds and no bandwidth caps... I'm 65 and I use several hundred GB per month, mostly video (legal) and streaming audio. Around our house over-the-air & cable television are pretty much history.

I have 10 mbps --unlimited-- cable internet (Canada - $47.95) and the peace of mind knowing that I'm not going to get whacked with some astronomical bandwidth overage bill because we watch a few too many programs or movies is wonderful.

Now all I need is the speed of Google Fiber and for uncompressed hi-def 3D streaming video, 3D video conferencing, etc., etc.

As time goes on and I grow older, speeds like Google Fiber's and unrestricted bandwidth will become more important. Even more-so than now, the internet will be my window on the world and my connection to friends and relatives as I become less mobile and possibly infirm with increasing age.

Thank you Google for starting the snowball rolling down the hill. Please keep it up.

I have capped my Internet payments

I turned off my TV Cable, and kept only the internet at $70. For that price my ISP provides 18m Down and 2.5m up service. My cousins in UK, pay $36 for my service speeds, and in Japan they pay $60 for 1 Gig service.

The demand is there in large numbers, but why would ISPs provide service when bundling price fixing has us locked into paying providers big money for what they provide mentality, so they can report large earnings. All cities should have a separate cable/fiber company, and any provider should be able to provide service, or build their own fiber delivery.

The corporate lobbyist that keep the elected officials flush with money, to manipulate the US consumer and keep that consumer under their heel, is the bane of a once free country.

Cable and DSL bundling is like the Oil Cartel and they price fix like there is no tomorrow. The justice department needs to destroy this cartel, I am surprised that Google is being allowed into a city that has such tight control over what their consumers are getting.
